Is anyone who made a purchase between ~Dec 1-Dec 7 at risk for credit card fraud?

I think its pretty well established that credit cards are going to have weird silver chips in them now; directly after new cards being issued i was regularly instructed for ~a week to use the new chip reader. Now everyone is telling me "we don't have the chip reader yet". What gives?
